I have had this occur with several species such as stauro repens 049, water wisteria, chain swords, and the like.
The runners really do go everywhere eventually and sprout plants as soon as they are back in the light.
Direct your chain swords towards a little 'bridge' or overpass and you will see. Growth before and after the obstacle, but a long runner to go under or around it as needed.
Plants are smarter than we think....

Some Hair algae got from the 120 Gal into this tank, it's dying off after about 1 week bloom.
I used H2O2 at about 1ml per gal and with the current off and then a few, maybe 30 minutes........I did a water change etc.
Seems to work pretty well, better than Excel etc.
I have not tried sodium percarbonate yet. I've used that to kill hair algae in ponds and it's never harmed the plants.
Similar thing, releases H2O2. Algae dies and sloughs off.
Does not work as well in my 120 gal tank though.
Had to trim off and remove a few species(R wallichii and UG).
These can be added back later.
Update, just look at all those Celestial pearl danios. All 40 of them just out swimming. Even with this design, those damn fish hide and it's just a ghost tank.
Well, I'm getting rid of them.
Grass keeps getting thicker and thicker, still only about 1/2 way, but the general look is already there:
