What you need is to know how much PAR with lighting. To be honest I wouldn't go with LED. Some people like it but it still has its kinks. Even with reef tanks I hear about people's corals morphing colors under LED. Its a nice savings on the electric bill and maintenance, but I personally would wait a while before investing in LEDs. Planted tanks don't require nearly as much light as reefs but I'm sure if you do some googling you'll find the info. Most people have been using Cree LEDs and Meanwell drivers for DIY builds that I've seen.

Esp on a 20gal, you can use an off the shelf unit from Current Usa that will give you a nice 8k light and it is waterproof. One thing I learned from DYI is that some things it is better DYI and others by the time you factor in the trial and error, replacing parts, tweaking, there is no savings.
