Lighting is the one area I never skimp on.
I would suggest 2 x 39 w T5's(3ft long each), lots of $.

2x96 W A&H supply retrofit lights would be plenty for any application.
Here's the site, not sure where you are located, but many places sell such systems also.

This would be too much light.

2x 70 watt normal output FL' lights would be cheap and ideal if you can find the 6ft versions.

140 w over a 65 gal tank. about 2.2 w/gal.

That's what I'd suggest or a pair of 2 x 2x30w 3ft lights might be easier or a 4ft 2x40w and a 2x 20 light set up.

You will have a very tough time with DIY CO2 on a tank this size.
Do the 2 liter DIY method changed weekly, not 10-14 days.
Make sure the bottles are warm also, they slow way down when cold.
Use 2 2 liter bottles one for each reactor.

Use those DIY venturi CO2 internal reactors I have in the article DIY section.
This will get the most out of the CO2 DIY method for a tank this size.

Regards,

Thanks Tom.
I live in Sydney Australia.
I have 2 3 foot fluros.
So you think 2 70 watt 3 foot would be ok.?
what about the fluros for plants?
Sorry I am knwew to all this.
I just seen some in my LFS. He said they were the next best to the big flood light looking ones.
Thanks for the help.
also with DIY Co2 I was thinking of using my home brew kit to make it in.
Just the sugar and water and yeast.
It is about 5 Gal.
would that work? last longer? Could I just top it up with sugar Yeast to make it last longer?
Thanks
Farma
